Dominica : Not to be confused with the Dominican Republic, the Commonwealth of Dominica in the Caribbean offers an Economic Citizenship program to “investors.” To become a citizen, you simply have to pay the government a $100,000 investment. The government also offers package deals, just like the burger joint in town. Citizenship for you and your spouse is $175,000, but if you’re married and have two minor children, you only have to pay $200,000.
Paraguay: Paraguay, probably has one of the easiest Permanent Residency and Citizenship programs in the world. Basically, in order to foster growth in the country, the Paraguay Permanent Residency program, only requires you to open a bank account, be able to invest at least 5,000.00, open a local bank account, pass a domestic background check, and visit the country for your identification and registration, and you will be granted Permanent Residency. You actually do NOT need to live in Paraguay, to maintain your Permanent Residency once you have it, its permanent. Now how this turns into citizenship, is after holding permanent residency for 3 years (approximately 2.8 Years), you can apply for citizenship. We suggest however, before you apply for citizenship , to establish some times within Paraguay, as Citizenship is granted on a case by case basis by the Supreme Court of Paraguay, but is fairly easy to obtain with some effort by the Permanent Resident. For those seeking to purchase citizenship, Paraguay is probably the most affordable option, as its approximately $12–15k USD (inclusive of bank deposit, travel hotel, legal fees, background checks, food during your stay etc.).

Switzerland : Unless you are an EU citizen you must live at least 10 years in the country to get citizenship. Applicants for citizenship must prove they are assimilated into Swiss society and do not pose a threat to security. All cantons and municipalities have their own rules about granting citizenship.
Japan : It takes longer to grant a permanent residency in Japan then to citizenship. People who want to establish permanent residency in Japan must live for a total of 10 continuous years or more. those who want to become citizen must live in the country for 5 years.
United States : Residency and citizenship has become complicated since the war on terrorism. Unless a person is coming to the U.S. through family or an approved job, it is difficult to establish permanent residency.
In my view, for Iranian engineers is the most difficult to be hired by other companies even in middle east. Hiring in American companies is certain impossible due to sanction even if we are genius. Now I am a hands-on electro-mechanical engineer graduated from a public university, having huge experience regarding rotating equipment in oil and gas construction and production plants but upon they realize I am from Iran (even we are Kurdish which are minority) they refuse me. Anyway, I wish it going to be better in near future.

It depends where you are originally from. if you are from European or British related countries, it is easier to proceed. But if not and you are related to Muslim or trouble making regimes such as Iran, it is harder. It will get harder too in coming years.
In the other hand, there should be a market for your education and experience as well. Some engineering and industrial jobs are hard to find job even in Canada. Economic situation will help to open or even close doors to new comers. However, Job market changes at all the time.
Citizenship of Scandinavian Countries are equally very difficult too. plus you have to face major problems in living those countries like their Languages and Weather; although these countries are highly developed.

You may not get GCC citizenship in any way. But Getting Indian Citizenship is also not easy.
one of the most difficult countries to obtain citizenship if not born here is defenitely Thailand.
