How to know that our strategy shall change?

You should change, if

you got the wrong direction,

you did not consider enough,

it is not consistent,

you did not integrate the opinions of other people, or

if it is simply against the people.

In any organisation or eco system, Strategy is handled by Strategy Planners and Strategy Executors. Generally, Strategy Planners also act as Strategy Monitors cum Evaluators, though many other key persons may also be in-putting the system. Feedbacks from Business Intelligence and Market Intelligence is key part of this.

Strategy Planners have enablers which trigger the change or need of change planning. This maybe in the form modifying the existing strategy (bearing low time cost roll outs) or a total new Strategy in the form of Disruption or first mover advantages.

Withing the organisation, overall eco system players should know that their startegy is about to change. This is can be made known in the form of change management being enforced in the form of Training, new Learning, removal or addition of separate skilled persons, positioning new locations etc.
