The supervision engineers working in field must be excellent or good or fair designer?

i think that he should be an excellent designer since the position of a supervision engineer requires him to take a design decisions in a short period at site , this is in additional to his duty of reviewing design drawings/shop drawings. he should identify any design mistakes that occurred by the design firm which the contractor may have missed.
