Why, Each employee has to be appraised , to get his right from commission based on his-her achievements , actions, and performance during a year ,otherwise; either employees will not do their jobs and tasks well , or they will leave the organization to an other one make a fair evaluation and give them a commission based on it.
Yes, to motivate based on providing more and is kind of praise on the worker and encourage him to provide the best there is nothing wrong to submit praise him when he does a good job and we should not wait for a full year working until you are telling him that he or she did good job

Yes, It is very important to make a certain evaluation to measure each employee performance within at least one year. Annual Appraisal & Bonus are used in the most companies to motivate their employees and workers to accomplish their tasks. I think that some Criteria have to be considered to evaluate an achievement for the employee and worker and according to that the evaluation certificate and annual bonus will be issued.

yes it motivates and roost morals , done annually to give enough time span to evaluate the achievements , and actually appraisals if done in short periods may give some sort of restless feelings to unfortunate employees
sure thing they should be given to employees but once a year makes all employees work the same which i disagree with it should be given based on or due to something they had Done different than colleagues

Once a year is too long. Once per quarter or bi-annually perhaps. Though regular guidance from superiors is always required to keep the employees motivated.
