Question should be little more specific to answer correctly on the way asked for. However, as I have explained against another question, HR function is the only reliable source to bridge company's and its employees relationship smoothly. Therefore, could be several way to motivate the employee as a whole or department level, it depending upon the nature of job or objectives.
