During an economic recession, what is the practice a procurement/purchasing manager can do?

My opinion is that purchasing manager should reward the engineers/employee who finds the cheapest solution in purchasing or in project. Also, you can see if some repair can be done instead of buying new product. You can also increase the delivery period to be cheaper...because what is fast is usually more expensive
