There are three types of positions a recruiter deals with- Budgeted, Additional and Replacement.
1. Budgeted: These positions are already included in the budget, which means that the line manager clearly knows what kind of candidate he/she is looking at. Also, if the position clearly states that x no of years of experience in required, the recruiter can only play with this to a certain extent; the latter cannot line up freshers for this. Similarly, if the position clearly requires a fresher, only freshers are lined up.
2. Additional: These positions come up due a new business opportunity or crisis. It could be that the company is looking for a fresh perspective and might look for freshers for it.
3. Replacement: These positions are generally filled up by experience professionals as the company needs the new candidate to be hands on with the job.
So you see that whether a fresher is hired or an experienced person joins in, all depends on the line manager. There are more freshers than the number of jobs a country is able to generate. Hence the unemployment. It's not a matter of chance given by line manager or recruiter.

Recruiters are not the ones who can give an opportunity to freshers - it is always the manager's call with whom the vacancies exist. Recruiters get a fixed Job Description from the respective managers and they have to source candidates accordingly. Hence, the responsibility of stretching up and offering a chance to freshers lies with Line Managers who must do so, whenever appropriate for entry level roles.

Yes, you are correct, please note that it’s not the recruiter choice, it’s the company management decision to hire what category of professionals they need.
We all struggled initially it’s a natural phenomenon, so develop your competencies and target on the job that you are planning to pursue your career. Always try to stand out with a differentiating competency when compared to other fresher’s so you will get more chance.
Yes, as it is as per requirement from the requesting department whether they wish to recruit fresher or professional.
