The fact is as follows, you need to understand the culture where project is taking place.
I do not think nationality matters. But yes a manager who has been educated in the west , Japan, Australia or NZ has better skills to deal with the situation. But the managers best assts are his intelligence , eq and other factors that do not depend upon mationality.
