Dear Franck this can be only if you have rich experience in the relevant field, during meeting different ideas can be helpful for making decision at the spot.
Interesting questions :-). It depends on the situation and vary from case to case. Is it the first meeting? If yes, how can we take decision without learning about the scope, budget, resources etc. etc.
If the meeting is in sequence and the participants know what they are going to discuss and decide, I'll say, "yes" to execute some of the decisions being taken in the particular meeting. However, not all decisions are executed without learning, planning and arranging required resources.

This is all subject to the size and complexity of the task in hand and pattern recognition Often referred to as intuition or experience, simply a matter of observing what works and what does not in a project, if I recognise a familiar pattern, I will be able to predict what actions will work or fail.
Who does this decision matter to, and why? Decision making is as much about politics as it is about reason. Decision only lead to action if people support the decision. asking who? As much as what pays dividend?
Does someone else know the answer ? as you are aware no single manager is expected to know all the answers, but they are expected to find all the answers.
Good Question Frank.. Agreeing with Mr Khalid, that it depends whether this is first meeting where decision need to be made or the meeting is a part of ongoing discussion on the subject.
Other components plays critical roles, such as, experience of the PM, domain knowledge, Process details.. Current financial health of the Organization, availability of resources required etc..
Even if this is a first meeting , but PM is very well familiar with everything listed above, then i think quick decisions can be made.
Yes it is. But this relatively depends on the PM's wide of experiences and educational attaintment. The talent in actual world combine with your epxertise in the academe is a good weapon in doing so. Logic is actually learned based on experience and the basic principlles of it in school. So, why afraid, if you have the weapon to attend to on the first meeting as the Project Manager. IN a meeting, you have to listen first, if you know, you are called to give your humble opinion, then commuincate it very well, they will be impressed.
I am afraid, i do not confirm that sir. During a meeting, we must learn the problems, the reason of the problems and the options we have, to execute the best decisions.
