This is a kind of harassment( emotional /mental). Every organisation has some set policies and procedure related to harassment. If the same is coming from your colleagues or juniors , you can sit together and discuss the pro's and con's of same. If it is repetitive, all you need to do is stay calm and get in touch with HR. Similarly if it is coming from seniors and Managers, it should be reported to HRD and they would follow their procedure set for any grievances.
That would depend on who is the erring employee. If he/ she is one of your colleagues, you may always soft-talk about what they are doing is not right. If we are talking about a superior, then good idea would be to refer the issue to HR and let them resolve it amicably at their end.

As for your question about my behavior, if I am responsible for workers and for those who depart from public behavior, there are several points
Try a friendly call and put it up. Caution that behavior is not loved. Trying to evaluate behavior in a friendly way
Official roads. Submit a Question. Caution. Change of place in case of repeated behavior
Sanctions in Behavioral Warning. Deduction of monthly and other actions that may reach the final chapter in the event of an immoral conduct violates the morals of the work
Clearly Behavioural intervention is required in this situation.
Depending on the seriousness of the situation,
1. 'One on One' sessions with the Manager
2. Discussion/Feedback/ Counselling/ Training sessions
3. If it doesn't work, donot let the Employee himself and the Team continue suffering, HR can reach out for Professional Counsellor's help and may also engage with Employee's Family
Step3 is not easy and one should act as per the Organisation Policy.
Training about COC of company, Basic Ethics training, behavioral training will help him/her.
IMMEDIATELY REWARD WITH DISCIPLINARY ACTION.
Finally its for an income we all have come. But he might have not had a day as yours. So try to convince him and make him understand the situation, whatever it is. If it goes beyond your control there are seniors to handle them, report the issue.

If this is a trend in the company then a training session should be conduct for all staff level, if it is with person then one to one coaching should be enough, if this is continued then HR policies should apply.
