What is the easiest way for a foreigner to start a private low investment project (in technology or technical formation) in gulf countries in general?

in Gulf countries, it is impossible to start a low investment project because of the sponsor system which forces you to engage a citizen as a silent partner in your project .you need first to convince a citizen to be your partner in your project - you needs a project that provide you quick and high profit because most of the citizens demand to pay them a higher fixed capital each month .... So, to invest in Gulf countries, you need a huge capital to start a project and be sure that if your project  success, you will earn or benefit a lot
