The employer's HR team has that responsibility to update it's employees ... you need to follow it and ask questions if you do not understand it ... 

If I am applying for a job... it is best to know what it is, but you do not have to know it ... once again HR is to make you aware of it.  

It is an essential principle for all employees to be updated about the Company's Policies and Developments. I was normally doing that in my previous work.
