A pain letter is the 21st-century answer to a cover letter. A pain letter is a lot more specific than a traditional cover letter is. A pain letter talks to your hiring manager — the person it was written for, individually — about his or her business pain. If there were no pain, there wouldn’t be a job opening. You can send a pain letter to any hiring manager.
Yes I would consider sending a pain letter for better prospective.
I believe open communication with a SWOT analysis will solve the problem better than a plain letter.

As an individual of course I would love to send out pain letters. Employers are always happy to see the specifics (varies in various cultures), especially organizations with guided missile culture are always more interested in a pain letter than a traditional cover letter.
Pain letters are more effective and play a significant role for roles which needs great problem solving skills & strategic challenges.
A well framed pain letter itself speaks for certain qualities (i.e researching skills, business intelligence etc.) of applicant which may not be even mentioned anywhere in the letter.
