From Client machine (If it is part of domain). Try to refresh your i.p by ipconfig /release and the ipconfig /renew
Keep you I.Ps on automatic. And check for your client machine i.p through ipconfig. If it is taking i.p from the specified range of the DHCP server than your DHCP server is UP and working fine.

-IF THE CONNECTED NODE IS ALLOWING TO CONNECT WITH AUTOMATIC IP ADDRESS IT MEANS NODE IS HAVING DHCP SERVER ENABLED.
-WE CAN ALSO CHECK WITH ARP COMMAND TO GET ETHERNET/WIRELESS CONNECTED DEVICES IP ADDRESS.
- BOTH THE DEVICES TO BE ASSIGN AUTOMATIC IP ADDRESS IF THEY ARE INTERCONNECTED IT MEANS DHCP SERVER WORKING.
If dhcp not work so my device is standalone and miss communication on a network and cannot conect to other devices on nework
If the client computer seems to have a valid IP and can communicate wit what it should then use the command "Ipconfig /all" to see what DHCPserver it is using if any.
If the computer have a link-local address or none at all then use command "ipconfig /release" then "ipconfig /renew" so see if you get a new IP-address.
