In my view, any person (including HR persons) can have friends at any place (Including work place). It’s a human tendency and natural phenomenon which pushes likeminded persons to come closer and at many times it undermines company policies (revealing unwanted information, sharing classified materials, gossiping in working time etc.) People pushes/recommends friend because of friendship and closeness which at fewer time impacts deserving people and finally resulting into lose to company in some or other way.
