Of course they can. however, they should work professionally and be neutral. Their friendship should not push them to make mistakes.

Of course, friendship is a sheltering tree. In any place or department, one can make friends and should make friends.

Yes, they can have friends but they should put in mind that work is work and personal life is different from the tasks that needs to be fulfilled.

In my view, any person (including HR persons) can have friends at any place (Including work place). It’s a human tendency and natural phenomenon which pushes likeminded persons to come closer and at many times it undermines company policies (revealing unwanted information, sharing classified materials, gossiping in working time etc.) People pushes/recommends friend because of friendship and closeness which at fewer time impacts deserving people and finally resulting into lose to company in some or other way.

 

So despite being friend with everyone, friendship will be developed with fewer people.

 

It’s very critical to remain professional at work place in the interest of the company.  We can enjoy with those close friends outside working hours or at some leisure time.

Friends can have better understanding of each other in order to resolve day to day matters. If an organization has already set rules for its work environment to individuals, these will apply to the employees whether they are friends or not. For overall work environment prior friendship will add up instead of any problem.

Ofcourse they can, why not? It's just that they must not use their rank and power to advance the case of friends and vice-versa!

Yes, HR can have friends at work. Most employees think that the HR is working against their rights and they are working to support the company only. But this is not the case, HR is responsible to handle the rights of the company employees as well as to manage and monitor their work progress.

Yes, good HR has plans for OD which definaly require close working relations with employees.
