It depends on your target audience. B2C vs B2B? Who are they? What media are they using? Do they go on the Internet? Do they use a cell phone? Do they travel? I guess it all depends on your primary target, then you can make a splash by expanding your hit to prospects with a media such as outdoors if you have the budget.
If you are in B2B, go with specialized publications that are relevant to your audience.
Almost every media if budget allows.
Otherwise evaluate each media on the basis of product, services, budget, audience, and geography, demography (Age, gender, and race if needed), Use marketing techniques, product/ services availability. Do research work, check effectiveness, competition activity.
Rank all media on the basis above benchmarks’ and use it accordingly.

Marketing is an art of creating and experience for the end users , Before defining a channel or a medium of advertising ,its very important to under the Target Audience to whom we should reach . Post the selections are made to create awarness among the users and then providing the experential tactics to promote the services . So the best medium to create awarness about the services are : DIGITAL , TTL & since we talking about the service we should adapt the on ground root that is BTL (Below the line activity ) which make the end user experience the product and help him to generate perceptions .
To reach the masses effectively, I would advice to use traditional - TV and Banners, as well as Online Media, i.e. Youtube and Social Media Platforms.
What about other medias, such as telemarketing, direct mailing, outdoor advertising; these are less effective nowadays, because majority of the audience take telephone marketing as a hoax, same about direct mailing - simply goes to Spam folder, outdoor advertising - as soon as people reach their destination they throw the brochures in garbage bins. Instead, brochures should be kept in public places, such as Institutions and Offices. Another useful and effective media is printing, i.e. magazines.
Also, using public advertising campaign would be the best way to let people try and test the service or the product of the company for the first time, which will create in them special feeling of being early innovators trying the product or service first among their friends and relatives (natural feeling), and further they will spread the word of mouth, which is the most effective marketing and usually comes at no cost.

It depends on what's the target audience, what's the product and what kind of medium communicates it better. Although now consumer behaviour as well as market dynamics are so fluid that the marketer either goes on a guerrilla style campaign or cleverly picks one medium and uses it effectively or go for a clever package of few chosen options . Innovative ways like strategically placing a neon board to the product appearing in a movie or TV show, randomly but with eye/memory catching presence, it's good to go.
As of concerning today's generation Social media is the best option to advertise, as people spend more time on Social Networking Sites and it is very easy to share with other people.
