Sales is a powerful function for sure and vital to the profitability, growth and sustainability to any business. However, we cannot have a one-size-fits-all answer to this question and it would change phenomenally depending on the nature of business we are talking about. For instance, the most important department in a Pharma company is their R&D, not sales. But for usual FMCG products, it may very well be the Sales & Marketing function.

If there is no sales (or no production, or marketing, or distribution, or R&D, or IT, or whatever) the company simply ceases to function and goes bust. These departments are therefore equally important.
However, if the Cleaning department ceases to exist then the toilets become unsanitary, and everybody gets seriously ill ... and then the company ceases to function and goes bust. So if there is 'most important' department, it's the cleaners.
Each and every department are important and there are jobs that a department can do that the others can't however as per the experience I have with the hospitality industry, 98% of associates are all doing a part of sales job.
