As an ex datacenter manager, I can safely say that the person needs to have a good understanding of civil, mechnical, electrical and instrumentation engineering principles. Microsoft / Oracle, etc do not show you those, as they are more I.T infrastructure related. However, it is very possible to have someone with 20 years of experience who understands datacenter management as well as IT layer.

Certainly Data center should be managed by Certified Data center professionals, the other area specialist like vmware/ oracle and etc will have knowledge of thier own product not about data center, since data center involves many things like power, cooling, security, DR & Many which cannot be analysed or maintained by Application certified experts like vmware,sap, oracle
