Which is better, in your opinion: certificates or work experience?

For sure, work experience.

Gaining experience the better than studying, and then after you can support your experience by certificates.

My full periority is Experience because in my opinion experience beats education.certificates are of no importance to me

Certification or a particular course helps you understand the concept and adds knowledge. However, work Experience is like practicals with advanced expertise.

Both are equally important based on career level or position working for.

Certificates add value to the knowledge level of the individual but, he/she developed the skill is a big question.For me, both are complimentary in a lot of ways in various positions.

In my opinion Work experience is the best option of choice 

Nowadays, Work Experience needed for mid career level  and certification most needed in entry level and high level of organization hierarchy
