You cannot refuse to recruit a candidate who has mental health issues. According to the laws Equal opportunities within a company re-instates this practice of recruiting and allowing the person to work along with other staff. It is good practice to stand up for one another and help the person prosper just as others do and nothing is wrong with a person suggesting bo-polar. Equal opportunities states that the employment offer is open to all categories. Hecse no refusal to the candidate.
If the candidate's difficulties do not directly prevent them from doing their job then this would be discrimination. It would be illegal not to hire them in many countries, such as the UK. The employer has a legal obligation to make 'reasonable adjustments' to accommodate any employee or candidate who has any health problems.
Not hiring them is only acceptable if their difficulties directly affect their ability to do their job. In this case they wouldn't be the best candidate anyway, and the question wouldn't arise.
Edit: the reason this is important is because of the benefits to society as a whole. Businesses operate within society, and benefit from it. It is beneficial to society for people who are capable of working to have a job, even if they are not% well. Bad employers undercut good ones, and so we have laws and regulations to level the playing field.
This is all in addition to the moral reasons.
