Finding My Computer's IP Address Windows XP/Vista/7, Windows NT/2000
One day this week I needed a very easy and quick way to find duplicate conflicting IP addresses on the local LAN network. Thankfully there is a very nice little free utility called arp-scan that can be installed on Linux or Mac OS X.
On Debian or Ubuntu installing is as easy as "apt-get install arp-scan" and on RPM based systems like Redhat, CentOS, ClearOS, you can run "yum install arp-scan" or download an RPM from http://pkgs.repoforge.org/arp-scan/ and install it using "rpm -i <path to file>"
Once installed--in my case I installed it on a ClearOS gateway firewall appliance--it's a simple matter of running the following command:
arp-scan -I eth1 -lYou will see something like the following:
10.0.0.226 00:e0:c5:63:74:52 BCOM ELECTRONICS INC.10.0.0.227 00:e0:c5:5e:bd:be BCOM ELECTRONICS INC.10.0.0.228 00:08:9b:ce:50:ae ICP Electronics Inc.10.0.0.230 00:09:f8:64:0f:25 UNIMO TECHNOLOGY CO., LTD.And if there is a duplicate conflicting IP address you will see something like this: (Note the "(Dup1)" appended to the end)

Much faster than using nmap.
The conflict of IP over a network mean they are two IP's with the same IP address.
This will display the conflict IP in Linux:
Step1:
Open Terminal
Step2:
This will install the package.
sudo apt-get install arp-scan
Step3:
This will display the list of address and conflict of IP address with a same IP's
sudo arp-scan -I eth1 -l
This will solve the issue and renew the IP address :
Step1:
Open Terminal
Step2:
(-r Display releases the current IP lease)
sudo dhclient -r
Step3 :
This obtain fresh IP:
sudo dhclient
WINDOWS
Go to command prompt typing cmd at RUN.
Step1
this is will release IP address in windows
IPCONFIG /RELEASE
Step2
this will renew IP address in windows
IPCONFIG /RENEW

Often this occurs when the network or part of a network is not using DHCP to automatically assign IP addresses to computers, and something on the network has been manually assigned the same IP address as you.
If you're computer has DHCP enabled, often rebooting the computer allowing it to get a new address assigned to it will resolve the issue.
If you're not sure if you're using DHCP or are using a static IP address, either try to locate the computer or device using the IP address or manually change your IP address to something else. For example, if the address was192.168.1.105 changing it to192.168.1.112.
Conflict IP can be identified by monitoring MAC address in DHCP server or router. WIth the help of ARP and cmd tools like netstat, nbtstat, arp and nslookup conflict IP can be traced.
May be the better way someone can suggest, however for the microsoft DHCP servers below link helps you.

An IP address conflict is a network problem that is caused by having two network devices (computers, printers, routers, firewalls, etc.) with the same IP address on the same broadcast domain, local area network (LAN) or virtual local area network (VLAN) at the same time
an ip conflict occurs when two nodes is using the same ip address in aDHCP network it uses gratitiuos arp request and ping to detect conflict. if a conflict is detected the ip is removed from the pool.
to enhance this procedures you can follow this2 steps
1 in the dhcp consoles expand the server node right click IPv4 then properties
2 inthe advance tab set conflict detection attempts to more than0 this increases the number of time it will check for conflict.
you can still employ some other softwares that is availaible online like advanced ip scanner. mean you cant trust your network to anything.
when you assign same ip two computer first it wont take it else it accept but no data is transfering. due to the same ip assigning , some where it wont accept while assigning the duplicate ip to two computers . and also give temperory connectivity .
to better detect and avoid potential conflicts, you can enable IPv4 address conflict detection by following these steps: 1. In the DHCP console, expand the node for the server you want to work with, right-click IPv4, and then click Properties. 2. On the Advanced tab, set Conflict Detection Attempts to a value other than0. The value you enter determines the number of times the DHCP server checks an IP address before leasing it to a client. The DHCP server checks IP addresses by sending a ping request over the network.
You can easily detect conflict ip in your network. Basically2 machines are involved, and you just have to locate these machine.
Now it will depend on how vast is your network.
It is better to have colleagues to help you trace or report for the conflicting ip. If none, you have to track it per machine.
