Most definitely, Yes. So long as we fence the definition of 'background' to a linguistic premise and do not extend it to profession, character, academic ranking, intellect etc. of a person.

While the statement is very relevant geographically in the global sense, a typical case study could be undertaken in the Indian context. India is a vast country with many states. More or less each state has its own mother tongue. Each mother tongue exemplifies the manner in which English is pronounced across the country in terms of tenor, delivery speed, grammar and movements - tongue, lip, teeth, nasal air. I take English as an example since it kind of binds people of diverse language backgrounds together from the viewpoint of communication. Unity in diversity (sic). Cited are some examples: 

road-rod,Keralite /measure-mayyer,Punjabi /station-tation,North /wet-wait,Marathi /vet-bhet,Bengali /snack-snake, Gujarati /H-hetch, Tamilian. These are only a few examples. The lingua franca could vary every 100 km! 

Not deriding any language, this is just highlighting how the gravitational pull of the mother tongue on the English dialect gives way to a person's background.

Dialect reflects speaker's culture and his attitude towards language. Yes, a certain dialect can reflects parson's background. For exaample, Indian English, British English and american English. These are distinct in, region, culture, accent, community etc.

yes, a dialect most of time shows the variation in language on the basis of speaker's region, country  or geographical area. Even same language in one country has its own dialects

Yes there are different dialect of different people. It is because of the region he/she belongs.This is called MTI mother tongue influence.

A dialect does reflect our background. In fact it is one of the strongest tools to learn where a person comes from.Dialects have a clear representation of the locality or region we belong to, through their particular pronunciation , vocabulary and set of grammatical rules. Also,they govern your behaviour and mannerism characteristic of that regipn.

Yes, of course. The dialect here does not only mean the language, but also the feelings. Let us know from the tone of the person in front of us if he is nervous, afraid, happy ...Thus, a certain tone enabled the speaker's background to be reflected
