Foursquare is a location-based social networking tool found on mobile devices where one would "check-in" to a location with the option to leave a tip or photograph.
Research shows a majority of its users are more interested in seeing where they should go instead of just checking in, kind of like 'Yelp' (online urban city guide that helps people find cool places to eat, shop, drink, relax and play*).
In the Middle East region due to culture differences a majority of individuals take their privacy seriously so the idea of others being able to see where you are is subjective.
The way a business or organization can be marketed on Foursquare is if it has a foursquare "check-in" available with atleast some comments, tips and check-in's or even a "special" so it's search engine optimization is easily obtainable to its customers without them feeling the need to "check-in".

Obviously Foursquare is meant mostly for physical locations but as a virtual business you still have opportunities to leave your footprint.
If you create a Page, as opposed to a location you can still create content connected with physical locations even if the location of your business is simply an office building.
Take a look at Mashable's Foursquare Page, they're an online publication about tech.
They don't have locations that readers or customers would visit, however on their page they have lists for airports with wifi, lists for tech events etc etc.
This is a great example of how to use Foursquare to despite that fact you don't have consumer facing locations.
