Item (anchor bar) is shown in tender drawings but not included in BOQ can we considered its price included in foundation or considered additional?

To avoid confusion, Tender Secretary / Project coordinator should clarify same of price inclusion / exclusion of anchor bar separately as part of BOQ or not with respective bidder, with approval of Tender Committee to derive revised commercial price of bidding or separate Variation Order for exclusion is required for consideration.
