usually use programs from high administration because this programs always planning before start works and leader come to do this . but leader must have qualification to accord with plan and his team . Regards

Team leader should raise his recommended training according to his team needs & the final decision to the management
The choice is made by the best team leader. Because it knows the potential of team members more than senior management.
As my colleague Ibrahim said , The leader knows his members better than the management.
Now according to that a leader may address the management for materialistic or any manageable help.
A simple leader can refer to using the Maslows Hierarchy theory phases on his members in order to improve their performance and boost them on their startup stages whereas they will be assessed to be on the same page
The training programs are planned in advance to meet the needs of the company in training by taking into consideration the organizational performance indicators and the limited resources available to the company in terms of labor.
Training programs are established in relation to the general policy of the company
The team leader can make suggestions and recommendations to the Human Resources Department regarding the nature and content of the training to be scheduled for his / her team
It is a mutual task.
Leader should provide the upper management with training needs, and the management should design the training programs according to the needs of teams.
The team leader is the one to interact directly with the team members, he sees their capabilities and skills as well as their weaknesses. so in my opinion, he should be given the authority or the opportunity to choose or at least give insights about the training programs the team is in need of.
Team leader has all the rights to choose that.
Sure, the team leader has all the right to demand for a training in the points that could affect on his team performance.
At least he must participate when top management when decide the training programs.
The team leader will conduct a one-to-one with the team to know the requirements and will liase with the top management for any trainings and this will be coordinated by approval memo to the Human Resources for funds.
