On a General terms International court does not have the juridication to interfer in an internal affair of state unless the state approches to the International court for any matters or Internation court recieves any such petition or application where it has to make an interference but nevertheless it will be routed through the internal court of the state, no direct interference
International Court has got jurisdiction in two ways i.e when two states takes the legal matter to International Court to give its verdict on such contentious matters and the other one for legal opinion which is referred by United Nation organs on legal issues if they are authorized. So in this regard International Court has no jurisdiction to interfere directly in internal affairs of the state if no authorization is given.
