It's a factors you and your customer have agreement on. So you can't extend or exceed one on other. At worse case if this happened you should make a meeting with the customer to discuss with him the new situation and this will cost more money and time because you need to reschedule life span for the project due to any changes on one of them.

By balancing the project factors, balance between each factors,Scope refers the quantity and quality of what needs to be delivered in the project. Cost refers the financial cost of the project and time refers to the amount of time in which the complete project must be delivered.
