The airlines staff should take care about the passangers and find a rooms for them at the nearest hotel
The Administration Dept. should check as to why the passenger has not checked into the hotel. An enquiry should be made with the airlines after checking if the flight has arrived or delayed or whatever the cause. They can try and contact the passenger to investigate further.
