As far as I know a photographer does need some kind of certificate sometimes if applying for a job at the studio or something. But if you are a freelancer I don't think you need a certificate to be certified. Although if you studied photography at some school or institute they provide a certificate that you completed courses. What I think certifies a photographer and shows expertise is a portfolio and that's what represents the photographer not a certificate.
