You are a manager and one of your team members is not delivering recently, should you fire him or promote him?

It is not uncommon to come across a team member who is not delivering as expected recently and create tension in the team. What should the manager do, fire the person, promote or do nothing?

Will not fire him but i will discuss his/her present problems in the business area and the personal also. Then advise to them how we can grow in the team with the customers. shouting is not a formula to improve his/her abilities; we should know their plus and minus points for make a sure shot.
