In my opinion cost is one of the major factor and apart from this some of the companies feels investment in training of employees is not going to yield any profit.
Cost is a one of the biggest factor. Besides, the management outlook towards training matters a lot. Most of them if don't believe in upskilling employees and look at it as a threat or waste of money.
Training system may not be required in a organization if its size is too small or operations are usually constant not changing.
Training systems are often discarded by companies because they are mistakenly seen as a waste because of the fear of loosing trained staff before they could add value to the company.
However, this absolutely a complete misnomer on the HR unit as not having this system implies low productivity arising from incompetent staff most especially in this dynamic environment where contemporary skills become a most in responding to the growing and complex customer needs.
In essence, what the HR unit should look into is the reason for high labour turnover and find tangible solutions to it rather than discarding training systems.
