The short answer is that a CCTV (security) camera cannot secure but only record. It might deter (one of the principles of security) but that is not a guarantee. One can however incorporate CCTV with other systems to fulfil the 3-Ds (deter, detect, deny) and this structure/system can be determined starting with a security risk/threat assessment leading into controls.
