actually Stakeholders are a very generic term used to describe any person(s) or entity(s) which is/are interested in a project/service. whether in a positive way or a negative way. so according to that you always have a vast number of different stakeholders whether we are speaking about project environment or about Service Management environment.
to decide what are the relevant information to each stakeholder, you need to do the following:
1- Log every potential stakeholder in a Stakeholder register as it will be your starting point for managing them. (for example in building a Mobile Network , there will be residents around BTS sites, regulatory Body of Government , Building owners and landlord for locations used by BTS sites, your customer's organization which include CTO, CEO, PM, Rollout managers, Technical engineers and finally internal stakeholders like your direct manager , Project director, Project Sponsor , PMO, Delivery & Service Manager and your own project team, your subcontractors and suppliers.... this is a quick list as an example for building a mobile network.)
2- collect information about every stakeholder as much as you can.
3- for every stakeholder, ask your self how i am going to affect him as a result of my work (whether during establishing the project, or during execution of the project , and even the effect of the final deliverable on him), how much expected interest from the side of that stakeholder.
4- for every stakeholder decide what is his expected contribution , is it negative or positive or neutral for your objectives. (project or service).
5- what is the power/impact of this stakeholder on your project/service (during the whole life cycle of project/service).
6- after deciding all above points in the stakeholder register , you can construct a matrix to decide the influence of each Stakeholder on your project/service , to decide how you are going to manage them.
* your question about relevant information is part of the Stakeholder management which very crucial for the success of your project/service. so if you managed to estimate all above points you will be able to decide what information you should provide and when and using which communication channel and what is the frequency of that communication (face-to-face meeting, email , graphical reports, presentations and so on)
