Do you believe the road to a budget should be start with a top-down approach or a bottoms-up approach?

well its always depends on what type of financial year i am going to run. If my R&D team is going to start a new development project i will start it as top down budget because i do not  have to meet up with a overloaded actual costs. And if my production team are starting something we used to do , mean running my production as last year i did i will go for bottom up.
