According to my point view , It is better to recruit general manager instead of being
himself.
It depends on the size of the company and its resources. Professionally speaking, an owner could be the CEO or chairman of the board but not to wear both hats at least to maintain unbiased decisions.
It's beeter to hire a qualified and trained person to manage his or her company .

If he is not familiar with the tasks and is not competent, the specialists will assume the general command as general manager.
BETTER TO RECRUITING A GENERAL .
1-WHATEVER HAPPEN THE OWNER WILL TAKE A PERSONAL DECISION WHILE SOMETIMES AND IN SPECIAL CASE SHOULD TAKE A PROFESSIONAL ADMINISTRATIVE DECISIONS FOR THE BENEFIT OF THE PUBLIC COMPANY.
2-THE OWNER IS A HUMAN BEING AND IS SOMETIMES PREFERRED TO GIVE WORK TO ONE OF HIS RELATIVES.
TAKE IN CONSIDERATION IF THE OWNER HAS COMPETENCE IN THE FIELD OF WORK.
