make the rules and follow them strictly, rules should be implemented properly.

There's a saying that you can't collect honey by beating the bees.

I believe people respond better to postive reinforcement than in scolding and lecturing. For example if there's a sales agent who is in my team and is not meeting his targets,  I would first look for something I can compliment about him and then let him understand how meeting his targets would be of benefit to him.
