In most scenarios this is applicable, since the resources invested in planning phase will reduce dramatically the execution expenses. However, In some cases, the project nature is variable, and needs constant update/change, under these circumstances, there will be more benefit in being pro-active and react quickly rather than waiting a plan to be in place.

However in most cases after project charter and project scope, Planning Phase starts because it gives the idea, How much time it may take? and what kind of team you may need to achieve the goal and execution of projects?

 

So answer would be C - create project plan

Creat Plan then, Creat Risk Analysis then, check stakhouders input then Hire required memebers
