Nothing is impossible but without math you may face difficulties in problem solving most of the cases.
While engineering generally requires significant skill in mathematics, the more core skills often involve creative thinking and problem solving skills. If someone has the ability to know how to get the figures he or she requires via other means (or other people), they could do the work of an engineer with the other skills in place. It would be nearly impossible to obtain the degrees involved without higher mathematics, however.
