How do you ensure lower level support staff on their duties performing effectively?

Lower level staff is tricky to handle and need to be offered both that is to say benefits but, hard attitude as well so, they don't walk over you and waste the materials or perform badly in a service based organisation.

Normally, this staff is surrounded by a quagmire of personal problems and if he gets timely support for solving these problems he becomes grateful and does his best to contribute in company's success.

In short the carrots and sticks policy works best to tackle with these employees.
