I did not understand your Question properly but I will answer what I understood from my perspective. I understood what the first aider needs to do in first 3 minutes
most importantly you need assess the surrounding whether is safe to operate or not
- if the place is safe to operate then check people alertness according to APVU standards
A-Alert(Check by asking question about surroundings, time, )
P- Painfull stimuli
V-verbal
U-unconscious
Once you knew about victim Alertness you need to Call EMS and need to necessary information in quick short, not like location and status of victim and also ask for help from another people.
as a first aider, you need a response in three situations very quickly
That is Catastrophic Bleeding(like artery bleeding)
-trauma
-Shock
You Need to respond immediately in after identifying what's the main issue and response according to the respective situation
In every situation, you need to find ABC
A- airway(head tilt-chin lift)
B-Breathing(look, listen and Feel)
C- Circulation(check pulse)
3 minutes would be enough to gather this much information
