No. Since the strength and weakness are relative to the job at stake, either question can come first, not necessarily in any order.
Never ever discuss about the weakness. The fact is that some times your weakness may be boon and the strength may be bane to the interviewer depending on the requirements. Proceed as it comes and be positive in your approach
Wisdom is never related to rationality, even in more 'rationally oriented' people.
And, emotionally speaking, in a face-to-face job interview (an extremely focused pattern, in the ocean of 'human interactions') relationship is a continuing, uninterrupted, fast and uncontrollable reciprocal flow of good and bad information(s).

Regarding work you should see the person in front of you in the interview
We see if he is a good listener during the interview
He can understand your point of view
Then if you tell him the points of strength first and then give a little about your weakness and indirectly
Because you do not know what the future holds for you
If some one knows his or her weeknesses that means they can be overcomed and any sensible interviewer will understand that, if he or she is not overcomed by the weeknesses.
No I do not think it is good to show your points of weakness because in an interview it is time to show your positive side
It is better to talk about your strength at first and then tell on what skill are you currently working to improve. But it is never positive to talk about your weakness. If I was asked about a weakness, I would ask how personal weakness can benefit the business. Such reply can head to conclusions that there is actually no sense in discussing weakness.
I believe , its never good to talk about your weakness. Rather one should talk about the strength and skill they have that will make them fit for the organisational need.
Weakness are meant to be overcomed,rather than displayed in front of people who would not like to cherish it, and will think about you as person with no solution.
When going for job interview, its important that we show our best side, and talent, otherwise whu would someone like to listen to you and get demotivated, when you are already coming with your self weakness. The person you are meeting already has a deadline to meet , and work to do , and when he or she is interviewing you, you are sharing your negative emotions in the very first meeting. This will not be taken in good sense at all.
Its better to talk about the strength first, a person should say his weakness only if it works as a positive thing in a job environment. eg: workholic
