That depends on your native language. Generally, if a new language is similar to yours it ie easier to become proficient in its use.

A study by the U.S Foreign Service Institute provides some useful information on which languages are easiest to learn for English speakers.

I am a native English speaker and a teacher of that language.  I have also studied many other languages including: Latin, Spanish, German, French, Italian, Portuguese, and Arabic.

I have been able to pick up some of many of these languages, but Spanish was the simplest for me.  The language is highly phonetic; if you know how to pronounce the letters (which are the same as the English alphabet with some minor adjustments). It follows the same rules as other languages that I've been exposed to, so that hjelps as well.  What really helped me to learn it was early exposure.  On television, when I was a child, there was Spanish spoken in childrens' programs to help us start to learn, so I absorbed it.

Arabic also came quickly to me.  I spent two years in the Yemen, working in the university system there with the U.S. Peace Corps.  The training I received there helped me get the basics of the conversational language, but the fact that I was totally immersed in the language (and few locals spoke much English) forced me to adapt much more quickly and make progress in picking up the language.

Exposure and immersion have made a difference for me, but were it not for the fact that I am a linguist, the languages might not have been as easy to acquire.

Acquiring English as a second language is by no means an easy task to foreign speakers; however, English is literally taught everywhere, which explains why it is the third most spoken language in the world.

In my perspective, I think the easiest language to learn is the language has the same roots with the language you natively speak. For example, we all know that Latin is the origin of English, French, and German languages. So, it would be easy to shift your tongue from one to another.

I think I can't give a specific answer to this one...it all depends on the mother tongue and personal preferances and past experiences.
