No. High IQ is not needed for learning language as that can be learnt through practice and doesnt need high IQ but needs paitience and interest.

Learning a language doesn’t require high IQ. If you have good soft skills such as empathy and listening skills you can learn a language.

yes. as people with high IQ has ability to learn fast and has huge vocabularies and phrases

British scientist, Sir Francis Galton, started the idea of testing intelligence around the time Charles Darwin published his book Origin of Species (1859).  He was looking at the relationship between human ability and heredity.  His worked influenced Lambert Adolphe Jacques Quetelet, a Belgian statistician, who applied statistics to study human characteristic.Galton published the first scientific investigation of hereditary intelligence in his book Hereditary Genius (1869, 1st addition). In 1890, one of his American students, James McKeen Cattel brought intelligence testing to America.  However, after intense testing, the test had a downfall because it failed to prove if the students were doing well at school.  Meanwhile a French psychologist, Alfred Binet, came up with a devise to test child intelligence, mainly determining 'mental age'.Before World War 1, German psychologist Wilhelm Sterm, suggested improvement of ratio between chronological age and mental age.  It is Lewis Terman, an American psychologist, who termed intelligence quotient (IQ) for Stern's Binet test. Despite the two pioneers reservation regarding the test, it was "enthusiastically" accepted in America.It what further influenced it's acceptance was the need to sort out huge numbers of draftees for World War 1, 1971.  With the help of Terman's pupil, test were structured for the army.  Afterwards, many companies applied these test to the workplace for personnel management.  During the 60's and 70's, IQ testing fell out of favor because of "racially and culturally" specific question. 1964 school board around America slowly started dropping the test.The reason I am giving this history is to show that IQ testing has not been very credible and reliable, many institution in America still apply it thought test requirements such as the SAT testing.  Therefore I don't think high IQ levels determines a person ability to learn language.  If we take the example the professor, Francois Gouin who went to Germany to study German, we might say by today's standards that he must have had "high IQ", yet he failed to master the language.  Yet, a child who through intrinsic motivation want to explore his world around him/her will learn any language in which his/her parents and communicate with him.  For example, in South Africa which has 11 official language, it is not strange for a child of 5 years old to speak at least two or more languages.  Children do not have the high effective filter, because they have a low self-awareness and not concern as to how he/she will be judge for his/her action.In 1983, Howard Garner came up with the theories of multiple intelligence which leads me to the conclusion that not everybody process learning in the same format.  We all have various approaches to the same content and context and a good teacher should be in tunes with his students to know what stimulates their thinking.  Some learn through music, others through seeing formulas, others though body movements, etc.  Garner (1983) summaries them as seven intelligence which Thomas Amstrong (2017) names,  linguistic, logical-mathematical, visual spatial, bodily kenisthetic, musical, interpersonal, intrapersonal and naturalist.

We could assume that is correct, but unfortunately it's not an isolated various. 

I think it should be co combined with interest and needs for individuals

Ye, I think they are., Because they can catch more expressions, sounds related to situations from speakers and the same will help them to learn new languages faster than some one with low IQ.
