As far as I am concerned, the pre-roll advertisement may have an impact on the brand image and credibility but if a company tries to educate during the runtime of ad they may not get the attention of the viewer as his/ her priority is to watch the video and expects the ad to end fast.

Pre-roll advertisement is definitly a good way of advertisement for companies, but it could be annoying for someone who doesnt wish to see them.
Sometimes i do watch them till the end if there is sth which might me interesting for me, it all depends on the content of the adevertisement itself and the way how its done.
