Its the ability to collect,visualize and analyse a problem and making suitable solutions.
It means an ability to examine information or a situation in thoroughly in order to identify important elements, their strengths and weaknesses and use these to compile a strong argument, make recommendations or solve a problem. It may be a quick action or decition taken by the right time.
