How have you come to know that he is exaggerating? if you have come to know by reliable sources than ask him to provide some appreciation letter and references.

Such candidate is in fact "unhonest", and I will not able to recommend or offer him a job in the organization.
the recruiter should know first what skills and competence required for the position. identify these skills in the resume. ask the candidate what he wrote in the resume on this identified skills and how he demonstrate it in the workplace. catch inconsistencies by asking what is the name of the person he dealt with. Not in a manner provoking. Example, the name of the external auditor, consultant if he had that position of Finance Manager for 5 years, etc. just a way to signal the candidate to be real with what he will say. effective recruiter provides also tests on technical and business letter writing. most importantly, the recruiter must have asked reference and conducted a background check to support all these data he fell being exaggerated.
A recruiter has a specific role in the advertisements and there are checks conducted with the company last worked with hence a candidate has to be clear and concise in his or her curriculum vitae or CV.
A better way is to check on a piece of work the individual has been asked to perform at the time of the interview releveant to his or her field specialisation. this will indicate the knowledge he or she possesses and is able to identify with, also the practical side of his character traits and stengths and weekness come out in the way they express themselves.
Over exaggeration indicates over confidence and this trait is not a good one or fit for hire in any company because one bad apple can spoil the rest....

Every recruiter has specific requirements for each job, so even the candidate exaggerate his title and salary. you need to match the requirements with his qualities and ignore other
