Leadership is situational. Decision making of a good leader is anchored on his personal belief & values and the business requirement of the organization. He is the best judge of his  decisions, what is ethical or not ethical.

It is very important for an leader to take decisions in such a way that it will inspire the team members to passionately commit their duties and as a result prompt them to think out of the box.  However there are certain factors which will influence such decision making as The environment in which the decision is taking - Most of the organization environement is an major influencing factor in terms of ehtical leadership decisions as organizational factors such as control environment, opinion of the top management, expectation of the organizations and work pressure , etc will affect the rational leadership decisions.

It will depend on many factors and the following are some issues I can up with:

  1. Facts, data and information available: You should only make decisions when you have relevant information/data/figures concerning the situation available to you. Decision making that is not informed by data is always bound to fail.
  2. Personnel/stakeholders involved: If you have people involved in what you are about to decide upon, taking them into consideration is also key in your decision making.
  3. Impact: It is good to weigh heavily the impact your decision making will have on your organisation. If possible have a rating system of a scale of 1 to 10 to help measure the impact of your decisions.
  4. Permanency: Will the decisions you make have permanency or will they just be for interim/temporary basis.
  5. Simplicity: Our world is full of complexities and decision making is one of the complexities we face each day. Sometimes, and in most cases, applying simplicity to your decision making is important.
  6. Flexibility: Decision making should not be cast on stone and should be flexible enough to be altered if and when new decision altering information comes to the fore.
  7. Background: Always be aware of the background of things that lead to the situation where  you have to make a decision. For example, before you fire an employee, look at his/her background and whether or not the whole situation is informed by malice or objectivity.

The above are what I could come up with. I hope they are what you were looking for.
