The process of Procurement Management is evident during more than one single project phase. It starts with identification of your needs, identification of potential suppliers, selection of suppliers, evaluation of their offers, conducting awarding negotiations, contracting and ordering (what I understood as "conducting procurement"), order monitoring, goods/service receiving and verification, of course not to forget: issuance of payment approvals.

If I understood your question right by reading "conducting" as the process of ordering, then this is part of execution.
