there are many customer care software that you can use for small business but freshdesk and zendesk are both best to use because of their functionality that your customer service team would need and the plus point of these softwares are their user friendly interface..

I prefer to use zendesk cause it provides a lot of features and easy to use UI. you may also try Zoho, helpscout, deskero and liveagent.

I'd recommend Dynamics 365 CRM by Microsoft. This allows a small business to start small grow as required. I'm assuming the business here is in consumer products rather than in technology service. Capital outlay would be small as well. Hope this helps. 

Although I have used HEAT (heavily customised version) for consumer product CS and FRESHDESK for IT CS (internal).
