How does cross training help an organisation during economic crisis?

Not sure if I totally understood the question but I am assuming you mean training across functions. If so then it helps to build knowledge and capabilities of your existing strong employees in order to better utilize their efforts in different areas or functions. This is because there would be probably be a hiring slow down or freeze even if certain talents are required.
